A man was shoot dead by unidentified suspect as a result of a heated parking altercation, while victim identified as Christopher "Pher Pher" DG Libunao 50 years old, married and resident of Lot 1 block 21 AGL  Subdivision, Barangay Caalibangbangan Cabanatuan City.

According to the victim's wife named Gina Dela Cruz she and his husband are at the terrace of their house when the suspect suddenly raining punches on the victim without any warning due to suddenness of the attack the victim was unable to defend himself and the suspect forcibly dragged the victim outside their house and shoot it while the victim’s wife are begging for mercy and said "wag po, wag po parang awa nyo na po". But the suspect just looks at her and proceeded to shoot the victim twice.

The suspect allegedly fled on foot after the incident. While the victim rush to Premiere Medical Centre but the attending physician declared dead on arrival. The victim sustain gunshot wound on his head, neck and left side of his shoulder. Three fired cartridge cases of cal. 9mm were recovered in the crime scene. Joint investigation with the Cabanatuan City Police Station and Scene of the Crime Cooperatives (SOCO) and NEPCLO is still on going.

Ombudsman ignored evidence of forgery, says ex-solon


 

 JAEN, Nueva Ecija—Former Rep. Rodolfo Antonino on Wednesday said the Office of the Ombudsman ignored evidence showing that documents bearing his signatures were forged when it ordered the filing of graft and malversation charges against him in connection with the disbursement of his pork barrel.

The evidence was transmitted to the Ombudsman in a motion for reconsideration he filed in June, Antonino said. It included the testimony of a handwriting expert that his signatures were fake in all documents that the Ombudsman was using to link Antonino to the alleged irregular disbursement of his P14.5-million Priority Development Assistance Fund (PDAF).
Ombudsman Conchita Carpio Morales also ordered the filing of the same charges against former Agriculture Secretary Arthur Yap and six other people.

Forged letters
Among the documents that Antonino claimed bore his forged signatures were the letters to the Department of Budget and Management and to Yap and a list of supposed PDAF beneficiaries.
Antonino said the charges surprised him.
“That was the same case with Sen. Joel Villanueva, [who was also charged with graft in connection with the pork barrel scam but was cleared on the same reason that the signatures were forged],” he said.
That argument convinced the National Bureau Of Investigation and the Department of Justice to junk the charges against Villanueva, Antonino said.
But in his case, Antonino said, the Ombudsman ruled that he should prove his claim of forgery in court.

Cabanatuan police chief sacked

THE chief of the Cabanatuan City police was relieved from his post on Monday for his alleged connection to illegal drug dealers and supposed extortion by his men of arrested drug suspects.

Chief Supt. Aaron Aquino, head of the Central Luzon regional police office, ordered the relief of Supt. Joselito “Jeff” Villarosa who led Cabanatuan police for one year and 10 months.

A source told The Manila Times that the sacking of Villarosa had something to do with an ongoing investigation over his association with drug suppliers in the city.

The Nueva Ecija police director, Senior Supt. Manuel Cornel, told The Manila Times Villarosa was also being investigated over complaints that some members of the Cabanatuan police were extorting money from arrested drug suspects in exchange for not filing charges against them.

Cornel added that Villarosa also made a police officer under him execute an affidavit denying accusations that they had robbed the houses of drug suspects after failing to find evidence.

Only recently, Cabanatuan Mayor Julius Cesar Vergara scolded Villarosa during a flag-raising ceremony at city hall on complaints of several barangay (village) chairmen that Villarosa’s men had robbed the houses of some drug suspects.

Villarosa was transferred to the regional office and was replaced by Supt. Ponciano Zafra as officer-in-charge.

Prior to his relief, Villarosa witnessed the surrender of about 1,200 drug suspects, including a 77-year-old woman, two sons of a police officer, and minors aged 16 to 17 years old.

They were brought, amid protests by their families, by barangay chairmen to the Cabanatuan City police station to avoid being killed by alleged vigilantes running after suspected drug traders.

Cresencia Guan, 77, of Barangay M.S. Garcia, admitted she was ashamed for her who were tagged as drug pushers, and asked the police to give them another chance.

Two others were sons of retired Police Officer 3 Carmelita Miranda Bautista of the Cabanatuan police.
Others who turned themselves in were from Cabanatuan’s Muslim communities, which has 7,000 residents.
Idris Omar, their acknowledged leader, said they would not protest if any of the residents were killed.
“Anyway, we have already asked them to cooperate,” he said.

Meanwhile, other suspected drug users and pushers, including those from the lower-middle-class Barangay Kapitan Pepe, refused to turn themselves in, saying it would mean admission that they were indeed into the illicit narcotics business.

Ecija cops get P20-M hostel, hall

Isang tatlong palapag na hostel para saPambansang Pulisya ng Pilipinas (PNP) na nagkakahalaga ng P20 million ang ipinatayo  sa loob ng panlalawigang kampo ng pulisya dito sa lalong madaling panahon upang magsilbing tahanan ng mga opisyal ng pulisya sa lalawigan.

Paggamit ng 'plastic bags' sa San Jose City, bawal na.

'Tuloy ang giyera laban sa 'plastic bags' sa San Jose City, Nueva Ecija, matapos isulong ni City Mayor Marivic Violago-Belena ang mahigpit na pagpapatupad ng implementasyon sa "anti-plastic bags ordinance" kung saan ay pinalugitan nito hanggang Pebrero 21, 2014 lamang ang paggamit ng plastic bag ng mga traders at establisimiento sa lungsod.

Ang deadline ay nakasaad sa probisyon ng City Ordinance 13-113 na nagbabawal sa 'manufacture, production, sale at paggamit ng plastic bags, polystyrene na lalong kilala sa tawag na "Styrofoam."

Pinadalhan ng sipi ang lahat ng negosyo, grocery, establishments, retailers, wholesalers na nag-ooperate sa lingsod kung saan ay binigyan ng apat na buwang moratorium o hanggang Pebrero 21 para sumunod sa pinag-uutos ng batas.

Ang anti-plastic bags law ay ipinasa o pinagtibay ng 13-man Sangguniang Panglunsod (SP) sa pangunguna ni Vice Mayor Glenda Macadangdang na inapruban ng cloth bags o katsa, paper bags. eco-bags at iba pang kauring materyales.

Plebisito para maging 'highly urbanized city' ang Cabanatuan, pinigil ng SC

Pinigil ng Korte Suprema ang una nang itinakdang plebisito sa Cabanutan City, Nueva Ecija na dapat sana'y gaganapin sa Enero 25. 

Ang desisyong ito ng Supreme Court en banc ay alinsunod sa petisyon ni Gov. Aurelio Umali laban sa plebisito para ideklarang highly urbanized city ang Cabanatuan mula sa kasalukuyang estado bilang component city. 

Nais ni Umali na palahukin sa plebisito ang lahat ng rehistradong botante sa lalawigan ng Nueva Ecija, imbes na iyong mga taga-Cabanatuan lang. 

Katwiran ni Umali, apektado ang lahat ng Novo Ecijanos kapag tuluyan nang naging highly urbanized city ang Cabanatuan. 

Pero sa ilalim ng Comelec Resolution 1353, tanging mga rehistradong botante lang ng Cabanatuan ang pasasalihin sa naturang plebisito. 

Una nang itinakda ng Comelec ang plebisito noong Disyembre 1, 2012 ngunit pinigil ng Palayan Regional Trial Court hanggang sa abutan na ng 2013 midterm elections. 

Ito na ang ikalawang pagtatangka na gawing highly urbanized city ang lungsod.

CABANATUAN CITY – Para sa kaayusan, katahimikan at seguridad sa pagbobotohang conversion ng Cabanatuan mula sa pagiging component city para maging highly urbanized city (HUC) ng Nueva Ecija, 200 pulis ang idadagdag sa security force na itatalaga sa plebisito sa Enero 25, 2014.

The deportation of leaders of the Revolution to Guam
On January 7, 1901, Major General Arthur MacArthur Jr. ordered the deportation to the island of Guam a number of politicians and leaders of the Revolution led by Filipino hero Apolinario Mabini.
Mabini, the "Brains of the Revolution" who served as chief adviser of General Emilio Aguinaldo, was exiled for aiding and supporting the guerrilla war against the Americans and the cause of the Philippine Independence.
He wrote the True Decalogue when Filipino-American war broke out which inspired the Filipinos to fight and die for freedom.
Mabini and 31 others sailed for Guam on January 16 among them were Pablo Ocampo, Julian Gerona, General Artemio Ricarte, Maximino Hizon, Pio del Pilar and Mariano Llanera.
On January 26, in a telegram to Washington, MacArthur said: "Mabini-deported: a most active agitator. persistently and defiantly refusing amnesty and maintaining correspondence with insurgents in the field while living in Manila, Luzon under protection of the United States; also for offensive statement in regard to recent proclamation enforcing the laws of war. His deportation absolutely essential.

Regulasyon sa Philippine Egg Industry, Hiling ng NE Solon

Isinusulong ngayon ni NE 1st District Representative Estrellita Suansing na ma-regulate ang pagbebenta at distribusyon ng mga locally produced eggs sa pamamagitan ng isang 'regulatory body' sa ilalim ng Department of Health (DOH at Food and Drug Administration (FDA).

Inihain na ni Suansing sa Mababang Kapulungan ang kanyang House Bill 3363 na naglalayon na magkaroon ng 'grading, packaging, marking, inspection at expiration of eggs para sa domestic at internation market. Sinabi ni Suansing na kailangan ang HB 3363 dahil sa walang provision sa egg regulation sa ilalim ng RA 9711 o FDA Act at RA 7394 ng Consumer Act of the Philippines.

Ayon pa sa mambabatas sa ilalim ng naturang Bill, ang itlog ay kailangan may klasipikasyon na gaya ng "Phil A, Phil B, Phil C, at Phil Premium makaraang pumasa sa inspeksiyon at quality control. Ang mga itlog ay ikaklasipika na 'good quality at walang 'foul odor' o dili kaya'y hindi na incubator at lalong hindi kontiminado.

Idinagdag pa nito na ang expiration dates ay dapat nakalagay mismo sa bawat kahon, tray o container ng itlog at based on 3-5 weeks shelf-life period. Sinumang empleado o opisyal na mapapatunayang may mga paglabag sa kautusang ito ay maaaring mapatawan ng parusang anim na buwang pagkabilanggo at mulatang di-hihigit sa P20,000.00.

3rd District Rep. Cherry Umali, ikinakasa na para sa 2016 Gubernatorial Race

Kasabihan ng matatanda, 'daig ng maagap ang masipag.' Ito ang lumutang na balita na ikinakasa na ang kandidatura ni 3rd district Congresswoman Czarina 'Cherry' Domingo-Umali na siyang ihahalili kay 3-termer incumbent NE Gov. Oyie Umali matapos i-anunsiyo ng mga taga-Kapitolyo bilang 'clan's standard bearer' ng partido-Liberal sa 2016 gubernatorial race.

Ayon kay NE Gov. Umali, si incumbent NE Vice Gov. Jose Gay Padiernos pa rin ang running mate ng lady solon kung saan ay tiniyak na magkasamang muli ang tambalang Umali-Padiernos.

Sa Nueva Ecija lamang, siyam ang mga kababaihang nanalong alkalde sa city at municipal na nagpapakita ng indikasyong nagbabadya ng 'women empowerment' na tulad nina Palayan City Mayor Adrianne Mae Cuevas; Maricel Natividad (Gapan City); Marivic Balena (San Jose City); Elizabeth Vargas (Aliaga;) Nerivi Santos-Martinez (Talavera;) Lovella Belmonte-Espiritu (Zaragoza;) Lorna Mae Vero (Llanera); Areli Grace Santos (Gen. Natividad); at Gloria Congco ng Cabiao.

Ang 41-anyos na Congresswoman ay nagtapos sa UST ng kursong BSC Accounting major at naglingkod bilang credit at collection supervisor sa Isla Communication, Inc., at naging junior audit supervisor ng Giant Eastern Shipping Lines bago pumalaot sa larangan ng pulitika.

Sa Kamara ay marami ding komiteng pinangungunahan at mga major committees noong 14th at 15th Congress hanggang sa maging miyembro ng special committee on welfare of children & special persons.

Ayon naman sa kampo ng Liberal Party sa probinsya, kung papalarin si Cherry, siya pa lang ang maitatalang kauna-unahang babaeng gubernador sa Nueva Ecija.

BIOMASS PLANT SA NE

CABANATUAN CITY -- Isang consortium ng Korean at Pilipino companies ang nagpahayag ng interest na mag-establish ng 'biomass co-generation power plants sa Nueva Ecija na may potensyal na makapag-generate ng 1,600 trabaho sa lalawigan.

Ayon kay NE Gov. Aurelio "Oyie" Matias Umali, tumaggap ng "Letter of Intent" (LOI) ang kanyang tanggapan mula sa Korean firm na Hankook B&P Co. Ltd. (HBPCL); Hankook B&Tec Ltd (HBTL.) Systems Plant Engineering Co. Ltd. (SPECL) at Kepco Engineering Co. Ltd. (KECC) na makipag-tie-up sa Phil Bio Agri Industry Corporation (PhilBaico) para magsagawa ng mga pag-aaral para sa biomass power plant at biomass collection project sa pakikipag-ugnayan sa lokal na pamahalaan at tanggapan ng Agrikultura o' DA.

Sa LOI na isinumite kay Gov. Umali ng kinatawan ng Consortium na pinangunahan ni Kepco project manager Lim Yong Ha, sinabi nito na nais nilang simulan ang biomass projects at biomass power plants sa Pilipinas particular sa Nueva Ecija, gamit ang biomass materials na gaya ng "rice hulls, rice straw, corn cobs, corn stovers bagasse at coconut tress at residue fuel.

Ang HBPCL at HBTL ay tanyag na mga kumpanya sa larangan ng paggawa ng 'power generation boilers, industrial boilers at power boiler system, samantalang ang SPECL ay isang global plant engineering company na may 120 engineers at technical experts.

Pinahintulutan ni Gov. Umali ang Korean consortium at PhilBaico na magsagawa ng 'feasibility study' para sa proyekto at inatasan na rin sina provincial agriculturist Serafin Santos at ENRO Engr. Wilfredo Pangilinan na uasiste sa pagreresearch.

Ayon naman kay provincial administrator Atty. Alejandro Abesamis, aabutinng dalawa hanggang tatlong buwan ang 'feasibility study' at ang pagtatayo ng power plant ay matatapos sa loob ng tatlong taon. Ang Korean at Pilipino consortium ang unang dayuhang grupo na nagkaroon ng interest sa biomass facilities sa probinsya na tinaguriang 'rice granary of the Philippines' dahil sa sagana sa "rice hulls" at iba pang agricultural waste na kakailanganin sa nasabing mga proyekto. VACCINATION IS PREVENTION

PALAYAN CITY, Nueva Ecija -- "Vaccination is prevention," ito ang pahayag ni City Mayor Adrianne Mae Cuevas sa pagbubukas ng Palayan City Vaccine Clinic sa City Health Center noong Nobyembre 18 kasama ang mga Sangguniang Panglungsod at mga empleyado ng city hall. 
     Ang nasabing proyekto ay sa pakikipagtulungan ng Family Vaccine and Specialty Clinics (FVSC) sa pangunguna nina Chito San Agustin at Dr. Alberto Gabriel ng FVSC, na may 40 sangay sa buong bansa.
     "Mahalaga ng magkaroon ng ganitong klinika ang mga Palayanos upang mapaghandaan ang matagalang epekto ng mga bakuna kontra sa mabibigat na klase ng karamdaman," pagbibigay-diin ni Cuevas.
     Ayon kay San Agustin mga de-kalidad, mahahalaga at murang mga bakuna mula pre-natal, post natal at maging sa mga animal bites ang makukuha rito bukod sa libreng first 150 anti-flu vaccine.
     Isinaad ni Dr. Gabriel na nananatiling pangatlo ang Pilipinas sa buong mundo na may pinakamataas parin na rabies incidence, sa kabila ng pangakong maalis na ang problemang ito sa taoong 2020.
